Contact your county's human resources dept. They may direct you to someone who can help you. I know my mother had a long running dispute with the water supplier for her house (long convoluted story). Senior services, I believe; took a look at her bills. There was a discrepancy going back several years and got worse. It took a long time to get it sorted. Just keep your records, and keep trying to find someone to help you. Good luck.
